• Requires reading instruction programs to include remediation and allows students to be promoted while receiving intensive reading instruction if they meet certain criteria.

• Establishes requirements for the Reading Enhancement and Acceleration Development (READ) Initiative to provide intensive reading instruction to at-risk students in prekindergarten through third grade.

• Declares an emergency to allow the act to take effect immediately upon passage and approval.
