Amends 51 O.S. 2011, Section 24A.7 to require public bodies keep confidential all records created pursuant to the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE) that identify current or former public employees and contain evaluation, observation, or other TLE records.

Amends 70 O.S. 2011, Section 6-101.16 to prohibit TLE records that identify any current or former public employee from disclosure under the Oklahoma Open Records Act, with individually identifying information removed to the fullest extent possible.

Clarifies that TLE record disclosure requirements in the law shall be construed narrowly and all individually identifying information must be removed from records.

Becomes effective November 1, 2014.
