• Mandates roofing contractors display registration numbers (prefixed with "OK") on all vehicles and job sites; requires written contracts complying with specified requirements and liability insurance of at least $500,000 for residential and $1,000,000 for commercial work.

• Establishes enforcement mechanisms including administrative fines up to $500 for violations, suspension/revocation of registration, and misdemeanor penalties; allows prima facie evidence of unlicensed activity from permit records and employment of workers.

• Provides exemptions for property owners performing work on their own property, employees under direct supervision, charitable organizations using volunteers, licensed professionals within their scope, and certain property managers; converts registration expiration dates to birth month of qualifying party beginning January 1, 2015.
