Amends 74 O.S. 2011, Section 245 to re-create the Oklahoma Climatological Survey under the Board of Regents of the University of Oklahoma, located in Norman, Oklahoma.

Extends the termination date of the Survey from July 1, 2014 to July 1, 2020 under the Oklahoma Sunset Law.

Designates the Survey's director, who is appointed by the Board and may serve as state climatologist or appoint another current employee to that role.

Establishes the Survey's duties including acquiring and disseminating climate and weather information, representing the state in climatological matters, publishing climate summaries, conducting climate studies, and maintaining the Oklahoma Mesonetwork.

Requires the Survey director to present annual reports to the Board of Regents on the organization's progress, condition, and other necessary information.
