Re-creates the Child Death Review Board within the Oklahoma Commission on Children and Youth until July 1, 2020 (previously set to expire July 1, 2014)

Authorizes the Board to conduct case reviews of child deaths and near deaths, develop statistical information on abuse and neglect-related deaths, and improve protective services for surviving siblings

Requires the Board to establish criteria for in-depth reviews, maintain confidential case information, request records from relevant agencies, and refer cases to the Department of Human Services or district attorneys when appropriate

Mandates the Board submit annual statistical reports to the Oklahoma Commission on Children and Youth by May 1 and prepare public reports by December 31 detailing activities, findings, and recommendations for improving the child protection system

Specifies that individual case discussions occur in executive session under confidentiality protections, while organization and business meetings are subject to the Oklahoma Open Meeting Act
