Replaces outdated "Priority Academic Student Skills (PASS)" language with "state curriculum standards" throughout the Reading Sufficiency Act.

Modifies good-cause exemptions for third-grade reading retention by clarifying that limited-English-proficient students must be participating in an approved, research-based English language development program prior to the beginning of the next school year.

Adds a new good-cause exemption for students with Section 504 service plans that include an element addressing reading but who still demonstrate a deficiency in reading.

Consolidates and renumbers good-cause exemptions, including one for students who have received intensive remediation in reading for two or more years but still demonstrate deficiency and were previously retained twice.

Clarifies documentation requirements for exemption requests to include alternative assessment results, student portfolio work, participation in approved programs, Section 504 service plans, and individualized education plans (IEPs).
