• Authorizes municipal governing bodies to abate vacant building nuisances through regulatory enforcement, police/fire protection actions, and quarterly cost assessments against property owners.

• Establishes procedures requiring at least 10 days' notice to owners and mortgage holders, a public hearing, and filing of lien notices with the county clerk before abatement actions commence.

• Allows property owners to petition for removal from the vacant building list within 30 days after determination, with costs remaining collectible through property tax liens if unpaid within 6 months.

• Exempts agricultural properties from the act and provides immunity for city officers/employees performing abatement duties; effective November 1, 2014.
