Requires the Department of Transportation to produce an Oklahoma Tourism and Passenger Rail Act Investment Report by December 1, 2014, and update it annually each July 1 thereafter.

Report must include DOT activities since 1996 to restore passenger rail service, itemized financial statements for the Oklahoma Tourism and Passenger Rail Revolving Fund, economic impact summaries, historical ridership statistics for the Heartland Flyer, and activities of the Interstate Midwest Regional Passenger Rail Compact.

Directs the Interstate Midwest Regional Passenger Rail Compact Commission to develop and issue requests for proposal (RFPs) by July 1, 2014, and facilitate unbundling of the current Heartland Flyer passenger rail service contract into separate components (locomotives, rolling stock, fuel, staffing, marketing, etc.).

Requires the Commission to seek cost-reducing partners, quality-improving partners, and prioritize in-state providers when available for the unbundled services.

Declares an emergency and makes the act effective July 1, 2014.
