Amends 36 O.S. 2011, Section 4509.2 to delete the requirement that insurance carriers advise applicants denied individual coverage of the existence of and how to apply for the Health Insurance High Risk Pool.

Amends 36 O.S. 2011, Section 6533 to prohibit Health Insurance High Risk Pool policies from being sold after June 1, 2014, and requires all remaining policies to terminate at midnight on December 31, 2014, with no grace period extension.

Requires the Oklahoma Health Insurance High Risk Pool Board of Directors to submit a detailed dissolution plan to the Insurance Commissioner by October 1, 2014, covering obligations completion, record maintenance, equipment disposal, and return of remaining assessments.

Repeals 36 O.S. 2011, Sections 6531, 6532, 6533, 6534, 6535, 6536, 6537, 6538, 6538.1, 6539, 6540, 6541, 6542, 6543, 6544, and 6545 relating to the Health Insurance High Risk Pool Act.

Sections 3 and 4 become effective January 1, 2017, and December 1, 2017, respectively, with an emergency clause allowing the act to take effect immediately upon passage and approval.
