Navigators assisting with health benefit plan enrollment under the Affordable Care Act must register with the Oklahoma Insurance Commissioner and pay a fee up to $50

Individual navigator applicants must be at least 18 years old, pass a criminal background check, complete training on ethics and insurance laws, and identify their affiliated navigator entity

Navigator entities must maintain records of all navigators they employ for 3 years, accept legal responsibility for their navigators' actions, and report any navigator terminations for compliance violations within 30 days

Registered navigators are prohibited from recommending specific health plans, accepting sales-based compensation, engaging in door-to-door solicitation or unsolicited calls, soliciting currently insured individuals, and conducting voter registration while working

Acting as an unregistered navigator constitutes a misdemeanor punishable by fines up to $250 and/or 3-6 months imprisonment; civil fines range from $50-$500 per violation
