• Creates the "Criminal Justice Pay for Success Revolving Fund" as a continuing fund in the State Treasury under the Office of Management and Enterprise Services.

• Authorizes the Office of Management and Enterprise Services to fund contracts for criminal justice programs that reduce public sector costs through outcomes-based payments to social service providers.

• Requires social service providers to demonstrate at least $2 million in capital investment and provide verifiable evidence of successful completion rates for offenders participating in diversion or reentry programs.

• Takes effect November 1, 2014.
