• Requires state government agencies under the Oklahoma State Finance Act to develop contingency budgets for up to a 25% reduction in federal appropriations, block grants, or other federal funds.

• Agencies must submit contingency plans to the Director of the Office of Management and Enterprise Services, the Governor, the Speaker of the House, and the President Pro Tempore of the Senate within 30 days of the law's effective date.

• Mandates annual disclosure of all federal funds by program and expenditure category, ranked by agency reliance from greatest to least dependency.

• Requires disclosure of federal funding conditions, including required/prohibited actions for state entities and individuals/businesses to receive or maintain federal benefits.

• Effective July 1, 2014, with emergency declaration allowing immediate implementation upon passage and approval.
