• Modifies child passenger restraint system requirements by raising the age threshold from under 6 years to under 12 years of age.

• Establishes specific restraint requirements based on age: rear-facing for children under 2 years; forward-facing for ages 2-4; child restraint system or booster seat for ages 4-8; and booster seat for ages 8-12 and under 4'9" in height.

• Increases penalties for violation from $50 to $200, though fines may be suspended upon proof of purchasing or acquiring a child passenger restraint system.

• Provides exceptions for school buses, taxis, ambulances, and vehicles where all seat belts are in use or medical documentation prevents restraint use.

• Takes effect November 1, 2014.
