HB 3348 Summary

• The Oklahoma Aeronautics Commission shall promulgate rules regulating the appearance of anemometer towers (50+ feet in height outside municipalities) to ensure they are clearly visible during daylight hours, including painting, flagging, or marking towers and guy wires.

• The Commission must establish and maintain a database of all anemometer tower locations by November 1, 2015, and may contract with governmental or private entities to create and maintain it.

• Tower owners must notify the Commission with information specifying tower location, height, and other details required for aviation safety, and must notify the Commission upon removal or destruction of towers.

• Persons proposing to construct anemometer towers must notify the Commission in advance and provide location, height, and other information the Commission requires for aviation safety.

• Rules adopted by the Commission apply immediately to newly constructed towers but grant a one-year exemption to towers constructed before the rule adoption date; the act becomes effective November 1, 2014.
