Creates the Oklahoma Construction Registry Act, establishing a voluntary centralized electronic database administered by the Secretary of State for managing notices of commencement on commercial construction projects (excludes residential projects of four or fewer dwelling units)

Requires owners or general contractors who choose to register a project to do so within 10 business days after contract signing or start of construction; all providers on registered projects must also register or forfeit lien and bond rights

Providers who register preserve lien rights for activity up to 60 days prior to registration through project completion, and registered providers are exempt from the pre-lien notice requirement under Section 142.6 of Title 42

Establishes maximum fees: $10 for project registration, $5 for provider registration, $2 for each additional entity a provider registers, and $10 for non-registered party reviews; fees deposited into the Oklahoma Construction Registry Revolving Fund

Creates a nine-member industry advisory council with appointments by the Governor (3 members), Speaker of the House (3 members), and President Pro Tempore of the Senate (3 members); effective date July 1, 2015
