Amends Oklahoma's pre-lien notice requirements (42 O.S. 2011, Section 142.6) by changing the deadline from 75 days after the last date of supply to 70 days after the first date of supply of materials, services, labor, or equipment

Creates a new "late pre-lien notice" option for claimants who miss the 70-day deadline, allowing them to still file but with lien rights limited to only 45 days prior to when the late notice is sent

Removes the previous exception that exempted claims under $10,000 from pre-lien notice requirements

Eliminates the special provision that previously required pre-lien notice within 75 days of last furnishing for liens on owner-occupied dwellings
