Amends 21 O.S. 2011, Section 1289.24 to expand Oklahoma's state preemption of weapons regulation to include knives in addition to firearms, components, ammunition, and supplies.

State Legislature occupies and preempts the entire field of legislation concerning firearms, knives, components, ammunition, and supplies, nullifying any existing or future municipal ordinances in this area.

Allows municipalities only to adopt ordinances relating to firearm discharge within their jurisdiction and to issue traffic citations for improper firearm transport, with penalties not exceeding those in the Oklahoma Self-Defense Act.

Prohibits municipalities from regulating the sale, purchase, transfer, ownership, use, possession, carrying, licensing, or registration of firearms or knives, except as provided for property confiscation in violation of municipal ordinances.

Effective date: November 1, 2014; persons whose rights under the preemption provisions are violated may bring civil action for injunctive relief or monetary damages against violating persons, municipalities, and political subdivisions.
