Creates a nine-member Board on Judicial Performance Evaluation with three members each appointed by the President Pro Tempore of the Senate, Speaker of the House, and Governor, with initial terms of 1, 3, and 5 years, then 5-year terms thereafter.

Board develops uniform evaluation procedures and techniques for Supreme Court Justices, Court of Criminal Appeals judges, Court of Civil Appeals judges, and district court judges based on performance criteria including integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the profession.

Requires retention-year evaluations for appellate justices/judges and reelection-year evaluations for district judges, with narratives and recommendations released to the public 45 days before elections; Board must conduct at least one interim evaluation per term for all judges.

Establishes confidentiality of survey comments, self-evaluations, and Board discussions until public release; allows disclosure only to Court on the Judiciary, Council on Judicial Complaints, or with judge's consent; Board members may be recused for conflicts of interest by two-thirds vote.

Creates Board on Judicial Performance Evaluation Revolving Fund to receive federal and private grants; Board members serve without compensation but receive travel reimbursement; act becomes effective November 1, 2014.
