• Amends Oklahoma tobacco product laws to explicitly include electronic cigarettes (e-cigarettes) and liquid nicotine in the legal definition of "tobacco product"

• Prohibits persons under 18 years of age from purchasing, receiving, or possessing e-cigarettes and liquid nicotine, with the same restrictions already applied to traditional tobacco products

• Defines "electronic cigarette" as any electronic smoking or vapor device that provides nicotine vapor, including devices marketed as e-cigars, e-pipes, or vapor devices of any name

• Defines "liquid nicotine" as any liquid product containing nicotine intended for use with electronic cigarettes
