Creates the Task Force to Study Raising the Compulsory School Attendance Age, composed of 14 members including legislators, the State Superintendent, Office of Juvenile Affairs Executive Director, and Governor appointees (superintendents, board members, parents, a student, and education experts)

Task Force must study the impact of extending compulsory school attendance from the current age to 18 years, including examining facilities, staffing, resources, and fiscal implications

Requires development of an action plan for implementation and assessment of effects on student achievement, students with disabilities, and English language learners

Final report due to the Governor, Senate President Pro Tempore, and House Speaker by January 1, 2015, with the Task Force terminating February 1, 2015

Declared an emergency measure; organizational meeting required by August 15, 2014, with monthly meetings thereafter; State Department of Education provides staff support; members serve without compensation or travel reimbursement
