Creates the "Collegiate Athletics Accountability Act" prohibiting Oklahoma State System of Higher Education institutions with intercollegiate athletic programs from belonging to nonprofit athletic associations unless certain requirements are met

Requires annual baseline concussion testing for student athletes in contact, collision, limited-contact, or impact sports before participation in any contact drills or activities

Mandates due process protections for alleged infractions, including formal administrative hearings, at least one appeal, and holding remedies in abeyance until all appeals are exhausted

Requires athletically related student aid for contact/collision sport athletes be guaranteed for up to 4 years and be irrevocable for reasons related to athletic skill or injury

Prohibits membership in associations that ban institutions from paying stipends to student athletes; effective date November 1, 2014
