Amends 19 O.S. 2011, Section 339 to modify the general powers of county commissioners in Oklahoma.

Requires that cooperative agreements between counties and municipalities for shared use of county equipment and resources funded from county highway cash accounts must specify the assets to be utilized and amounts, and must include provisions allowing either party to immediately terminate if unable to meet obligations.

Adds new power (item 25) allowing county commissioners to provide incentive awards to employees for participating in voluntary wellness programs that result in improved health, with awards created by a Wellness Council established in Section 2 of the act.

Act becomes effective November 1, 2014.
