HB 3469 - Quinten Douglas Wood Act of 2014

• Creates the Quinten Douglas Wood Act of 2014 to strengthen child protection measures within Oklahoma's Children's Code by addressing vulnerabilities of children with disabilities unable to communicate effectively.

• Requires the Department of Human Services to give special consideration during investigations and assessments to risks posed to children with disabilities who cannot communicate effectively about abuse, neglect, or safety threats.

• Authorizes removal of children (including those unable to communicate effectively about abuse or neglect) when there is reasonable suspicion of an imminent safety threat, expanding criteria for emergency custody decisions.

• Mandates Child Welfare Services, in collaboration with the Developmental Disabilities Services Division, to implement a protocol for cases involving children with disabilities with complex medical needs, including resource coordination and medical consultation.

• Amends juvenile court record access provisions to allow Department of Human Services employees conducting child abuse or neglect investigations to inspect psychological, medical records, and nondirectory education records without court order; effective November 1, 2014.
