HB 3470 Summary

• Creates the "Foster Children Education Enhancement Task Force" to operate until December 31, 2015, to study educational challenges facing children in the custody of the Department of Human Services.

• Establishes an 11-member task force comprising agency directors, legislative representatives, foster parents, DHS staff, and a former foster youth currently in or recently graduated from a post-secondary education program.

• Task Force must conduct organizational meeting by November 31, 2014, elect leadership, and meet at least monthly to investigate and recommend solutions regarding educational services, credit loss prevention, and alternative education pathways including online programs, GED, and career and technology education.

• Requires task force to submit report to the Governor and legislative leadership by December 31, 2015, identifying educational challenges and recommendations for better serving foster children's educational needs.

• Members serve without compensation or travel reimbursement; task force subject to Oklahoma Open Meeting Act and Open Records Act; staff support provided by Department of Human Services; takes effect November 1, 2014.
