Amends Oklahoma Statutes Section 43-112.5 to prohibit courts from awarding child custody or guardianship to any person convicted of specified sex crimes against children, regardless of sentence type (including suspended sentences, probation, or parole)

Lists 17 specific disqualifying offenses including sexual abuse or exploitation of a child, incest, forcible sodomy of a child, child pornography offenses, first degree rape, lewd acts toward minors, and procuring minors for prostitution

Creates an exception to the existing rebuttable presumption of unfitness for sex offender registrants, making the custody prohibition absolute for convictions of the enumerated crimes

Maintains existing provisions allowing custody awards to parents, grandparents, relatives, foster parents, or other suitable persons, subject to the new criminal conviction restrictions

Effective date: November 1, 2014
