• Amends 10A O.S. 2011, Section 1-9-119 to expand foster parent rights under Oklahoma law

• Adds new right (item 24) requiring Department of Human Services to provide foster parents with a copy of the liability insurance policy maintained for every Department-contracted foster home placement

• Establishes comprehensive list of 24 foster parent rights including dignity and respect, education, timely financial reimbursement, access to child information, participation in case planning, and grievance procedures

• Assigns responsibility for implementation to Department of Human Services and child-placing agencies under contract with the Department

• Effective date: November 1, 2014
