Amends 21 O.S. 2011, Section 733 to clarify justifiable homicide law in Oklahoma by changing "either" to "any" of the following cases where homicide is justified.

Expands justifiable homicide provision to include defense of "another" person (rather than limiting to specific family relationships), when the person using force reasonably believes such force is necessary to prevent death, great bodily harm, or to prevent commission of a forcible felony.

Defines "forcible felony" as any felony involving the use or threat of physical force or violence against any person.

Maintains existing justifiable homicide provisions for resisting murder/felony attempts and for lawfully apprehending felons or suppressing riots.

Declares an emergency, making the act effective immediately upon passage and approval.
