Allocates $263,956,552 for certified employee health benefits, $143,824,310 for support personnel health benefits, and $35,311,375 for Teachers' Retirement Credit

Reform Implementation receives $42,859,836, distributed across programs including $8 million for ACE Remediation, $6.5 million for Reading Sufficiency, $4.25 million for Advanced Placement Incentives, and $2.5 million for Teach for America

Transfers $3,494,023 to the School Consolidation Assistance Fund and $3,494,023 to the Teachers' Retirement System Dedicated Revenue Revolving Fund

Requires the State Board of Education to develop outcome-based performance measures for each budget category and authorizes reduction of State Aid funds to ensure compliance with the act
