• Authorizes the Oklahoma Health Care Authority Administrator to set duties and compensation of employees as needed to perform Authority functions

• Permits transfers of funds between the Authority's federal and revolving funds for cash management of federal grant receipts and disbursements

• Authorizes quarterly transfers from Fund 205 to Fund 340 to satisfy claims under the Supplemental Hospital Offset Payment Program Act
