HB 3531 Summary

• Amends 59 O.S. 2011, Section 1750.6 regarding licensing for private security guards and private investigators under the Council on Law Enforcement Education and Training (CLEET).

• Establishes licensing fees: $50 for unarmed security guards/investigators, $100 for armed security guards/investigators, $7 for special event licenses, and $300 for security/investigative agencies; active certified peace officers receive 20% discount on armed licenses.

• License validity periods: Individual licenses valid for 3 years with renewal available; agency licenses valid for 5 years with renewal available; special event licenses valid only for event duration with maximum of 2 per person per calendar year.

• Modifies fee deposit requirements: all collected fees deposit to the CLEET Private Security Revolving Fund, except fingerprint processing fees which deposit to the OSBI Revolving Fund and all remaining fees which deposit to the General Revenue Fund.

• Requires applicants to submit under oath with fingerprints for national criminal history record checks to verify qualifications and fitness for licensure.
