Establishes bill drafting request deadlines of December 5, 2014 for the First Regular Session and December 4, 2015 for the Second Regular Session of the 55th Oklahoma Legislature

Sets bill introduction deadlines of January 15, 2015 (4:00 p.m.) for the First Regular Session and January 14, 2016 (4:00 p.m.) for the Second Regular Session; bills introduced after these dates cannot be considered on the floor until the following session

Exempts several categories of legislation from the schedule, including: joint resolutions on agency rules, bills merging different statute versions, Ethics Commission rules, special/local laws with published notice, and pension legislation requiring actuarial analysis

Exempts appropriations-related bills authored by chairs and vice-chairs of House Appropriations and Budget Committee and Senate Appropriations Committee

Exempts bills deemed necessary for public peace, health, or safety when authored by the Speaker of the House and President Pro Tempore of the Senate
