Proposes amendment to Section 26 of Article V of Oklahoma Constitution to establish annual legislative sessions beginning first Monday in February each year, with sessions concluding by May 31st.

Creates additional organizational session on first Tuesday after first Monday in January of odd-numbered years for constitutional duties and legislature organization, recessing until February.

Allows Legislature to consider budget appropriations measures during every year, but limits consideration of other legislation to even-numbered years only.

Permits Legislature to consider non-appropriation measures in odd-numbered years upon three-fourths affirmative vote in both chambers.

Amendment becomes effective January 1, 2015.
