Proposes adding Section 38 to Article II of the Oklahoma Constitution to prohibit forcing individuals, employers, health plan providers, and other entities to provide health care coverage for abortion, contraception, or sterilization if contrary to their religious beliefs or moral convictions.

Directs the Secretary of State to refer the proposed constitutional amendment to Oklahoma voters for approval or rejection through a statewide ballot measure.

Establishes ballot title and language for voters to decide whether to approve the proposed constitutional protection for religious and moral objections to certain health coverage requirements.

Requires the Chief Clerk of the House of Representatives to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
