Reestablishes the Oklahoma Juvenile Justice Reform Committee and directs it to conduct a comprehensive study of Oklahoma's juvenile justice system and Title 10A of the Oklahoma Statutes.

Committee consists of 21 members appointed by various entities including judges, district attorneys, legislative members, state agency heads, and nonprofit representatives, with members serving until May 30, 2014.

Requires all state departments and agencies to cooperate with the Committee by providing information, records, and reports upon request.

Committee must prepare a final report with recommended legislative changes to the Oklahoma Juvenile Code and submit to the Speaker of the House and President Pro Tempore of the Senate by January 1, 2014, and cease functioning May 30, 2014.

Authorizes the Committee to contract with consultants, meet at least monthly, and allows members to receive reimbursement for travel expenses; declares an emergency for immediate implementation.
