Authorizes the Oklahoma Capitol Improvement Authority to issue up to $120,000,000 in obligations for renovation, repair, and remodeling of the State Capitol Building.

Authority may hold title to the property and improvements until obligations are retired or defeased, then transfer title to the Office of Management and Enterprise Services; Authority may lease the property to OMES during this period.

Interest earnings on funds created for this purpose may be used for partial payment of annual debt service or other purposes directed by the Authority.

Creates a 9-member State Capitol Repair Expenditure Oversight Committee composed of 3 gubernatorial appointees, 3 House legislators, and 3 Senate legislators to prepare preliminary and final plans for the Capitol repair project.

Committee must deliver preliminary plan by December 31, 2014 and final plan by June 30, 2015; proceeds for exterior repairs exempt from Committee approval but subject to request for proposal process.
