• Proposes amending Section 23 of Article V of the Oklahoma Constitution to prohibit former legislators from being employed by or receiving compensation from state governmental entities until July 1 of the year following the end of their term of office.

• Allows former legislators to be appointed to the Governor's cabinet and to receive retirement benefits or distributions from governmental tax-qualified retirement plans without restriction.

• Maintains existing restrictions on current legislators receiving appointments to offices created or with increased emoluments during their term, and prohibits contracts with the state within two years after leaving office.

• Permits former legislators to receive compensation if elected to another state office and uses gender-neutral language ("the member") instead of gendered pronouns.

• Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection with specified ballot language.
