HJR 1082 Summary

• Calls for a Constitutional Convention in Oklahoma to begin July 13, 2015 and end by June 30, 2016, with power to alter, revise, amend, or propose a new state Constitution.

• Establishes 112 delegates: 76 from the Legislature (52 House, 24 Senate with equal party representation), 14 from Executive Department agencies, 6 from Judicial Department, and 16 from the public at large; most selected by lot with geographic balance around Interstate 35.

• Requires delegates to take oath upholding U.S. and Oklahoma Constitutions and prohibits consideration of amendments previously added through initiative petition or legislative referendum processes.

• Delegates receive no compensation but are reimbursed for travel and per diem (maximum 90 days); all Convention expenses paid by the state.

• Any constitutional changes proposed by the Convention must be submitted to state voters for approval or rejection at the 2016 General Election.
