Proposes a new Section 38 to Article II of the Oklahoma Constitution that would prohibit state agencies and employees from aiding in the enforcement of the Patient Protection and Affordable Care Act of 2010 and related federal healthcare provisions.

Empowers the Oklahoma Legislature and Attorney General or district attorneys to take action against entities harming residents through ACA implementation, with at least three days' notice required before legal proceedings.

Allows Oklahoma resident taxpayers to receive a state tax deduction equal to any federal tax penalties paid under the ACA's individual mandate provision (26 U.S.C. Section 5000A).

Prohibits the state and all political subdivisions from establishing health care exchanges or participating in nonprofit-operated health care exchanges under the ACA.

Bans state participation in federal maternal and early childhood in-home visitation programs under the ACA, and voids any health insurance contracts established in violation of these provisions.
