Proposes amendment to Section 57 of Article V of the Oklahoma Constitution regarding the one subject per bill requirement

Allows legislature to include a statement explaining logical connection between multiple sections or mixed amendatory and new law provisions in the same or multiple titles of Oklahoma Statutes

Creates presumption that legislation contains only one subject if the explanatory statement receives simple majority affirmative approval in both chambers upon final passage

Shifts burden so challengers must prove by clear and convincing evidence that legislation violates the one subject requirement rather than legislature having to prove compliance

Directs Secretary of State to refer proposed amendment to voters with specified ballot title and language
