HJR 1096 Summary

• Rejects the Final Report of the Board on Judicial Compensation issued September 17, 2013, and establishes new judicial salaries effective July 1, 2014: District Court Judges ($131,835), Associate District Court Judges ($121,596), and Special District Court Judges ($111,356), representing a 6% increase above fiscal year 2014 levels.

• Amends district attorney salaries to require any increase in fiscal year 2015 be paid from existing available funds.

• Prevents state officers (Governor, Lieutenant Governor, Attorney General, State Superintendent of Public Instruction, Corporation Commissioners, State Treasurer, State Auditor and Inspector, State Insurance Commissioner, and Commissioner of Labor) from receiving salary increases resulting from judicial salary amendments.

• Prohibits Workers' Compensation Commissioners from receiving salary increases as a result of the judicial salary amendments.

• All salary increases are conditioned on availability of existing funds and become effective July 1, 2014, with an emergency clause for immediate effect.
