Requires vehicles sold at salvage pools, auctions, dealerships, auto dismantlers, junkyards, or scrap yards to present title or ownership records recognized by the Oklahoma Tax Commission before sale.

Mandates sellers present valid state-issued photo identification (driver's license or ID card) along with title or ownership records at time of sale.

Requires vehicle identification number (VIN) inspection comparing the number on the vehicle with the title or ownership record before any sale, dismantling, crushing, or disposition occurs.

Directs law enforcement to retain vehicles if VINs don't match or identification/ownership records aren't presented, holding them until theft verification is completed.

Sets effective date of November 1, 2013 and establishes a $100 minimum fine for violations.
