Bill Summary: SB1056 - Professional Services Acquisition Act

• Creates the Professional Services Acquisition Act to regulate acquisitions of professional services and related products using state funds in Oklahoma.

• Prohibits out-of-state persons and business entities from soliciting, contracting, or providing professional services (physicians, pharmacists, dentists, podiatrists, optometrists) or related products with state funds unless they comply with the same rules and regulations required of in-state providers.

• Requires state agencies to review existing out-of-state contracts within 90 days of the effective date and either rescind or decline to renew contracts that violate these provisions, replacing them with compliant alternatives within 30 days.

• Establishes that violations of jurisdictional boundaries through electronic commerce are deemed to occur in Oklahoma, allowing state licensure boards to enforce compliance and bring enforcement actions.

• Effective November 1, 2013.
