Amends 59 O.S. 2011, Section 1425 to increase penalties for scrap metal dealer violations, with graduated consequences based on number of offenses.

First violation: misdemeanor with fine up to $2,500; second violation: misdemeanor with fine up to $5,000 or up to 6 months jail; third or subsequent violation: felony with fine up to $10,000 or up to 2 years imprisonment.

Knowingly providing false information on required forms becomes a felony offense (previously misdemeanor) punishable by up to 5 years in custody of Department of Corrections or up to 1 year in county jail, with possible fines and restitution to victims.

Purchasing or selling burnt copper material or copper wire: first conviction is misdemeanor with $2,500 fine; second or subsequent conviction is felony with $5,000 fine or up to 2 years imprisonment.

Effective July 1, 2013, with emergency clause making it effective immediately upon passage and approval.
