Extends the sunset date for the Construction Industries Board from July 1, 2013 to July 1, 2016, allowing the board to continue regulating plumbing, electrical, mechanical trades, and building/construction inspectors.

Amends 59 O.S. 2011, Section 1000.2 to update the board's authorization language, removing the requirement that the board begin operations on January 1, 2002 and eliminating initial staggered term provisions.

Board composition remains seven members appointed by the Governor with Senate consent: two plumbing members, two electrical members, two mechanical members, and one building/construction inspector member.

Establishes an emergency effective date of July 1, 2013 for the act to take immediate effect upon passage and approval.
