Amends 70 O.S. 2011, Section 17-106 to clarify that certain Board of Trustees designees must be full-time employees of their respective agencies (Department of Education, Office of Management and Enterprise Services, and Oklahoma Department of Career and Technology Education).

Amends 74 O.S. 2011, Section 905 to require that designees of the Director of the Office of Management and Enterprise Services and State Insurance Commissioner on the Board of Trustees be full-time employees of their respective agencies.

Updates statutory language by replacing references to "the act" with specific statutory citations (Section 17-101 et seq. of this title) and modernizes terminology (e.g., "Chairman" to "Chair").

Effective date: July 1, 2013, with an emergency clause allowing immediate effect upon passage and approval.
