• Amends 28 O.S. 2011, Section 152 to modify the flat fee schedule for civil cases filed in district courts

• Reduces the fee for the Council on Judicial Complaints Revolving Fund assessment from Two Dollars ($2.00) to One Dollar and Thirty-five cents ($1.35)

• Maintains all other civil case filing fees including divorce ($143.00), probate/guardianship ($135.00), civil actions under $10,000 ($150.00), and civil actions over $10,000 ($163.00)

• Preserves in-forma pauperis provisions allowing those unable to pay to proceed without fees upon court approval

• Declares an emergency effective date upon passage and approval
