Amends Oklahoma administrative rule review procedures to require joint resolutions disapproving or approving rules to include or attach the full text of changes to amendatory rules and new rules being referenced.

Mandates that rule text be made available to the public and legislature members at least 48 hours prior to any committee or chamber vote on the resolution.

Clarifies references in the omnibus joint resolution process by correcting statutory citations from "Section 6" to "Section 308.3" and from "act" to "title."

Applies the text availability requirement to both individual rule resolutions under Section 308 and omnibus resolutions under Section 308.3.

Takes effect November 1, 2014.
