Amends 10A O.S. 2011, Section 1-2-102 to allow the Department of Human Services to employ or contract with active or retired social work, medical, and law enforcement professionals to provide investigation support, serve as consultants to caseworkers, and act as liaisons with local law enforcement agencies and courts.

Requires the Department to conduct a full investigation (rather than just an assessment) for drug-endangered children, children diagnosed with fetal alcohol syndrome, and families with a history of three or more child abuse/neglect referrals.

Mandates the Department to immediately refer cases to local law enforcement for criminal investigation when the alleged perpetrator is not responsible for the child's care or when abuse involves a child in Office of Juvenile Affairs custody in a secure facility.

Removes the requirement that law enforcement requests for Department assistance in investigations must be made in writing; allows Department to assist law enforcement with child interviews if funds and personnel are available.

Becomes effective November 1, 2014.
