Amends 47 O.S. 2011, Section 14-103G to establish a new annual vehicle permit option for transportation companies and portable building manufacturers with a $500 fee (versus $4,000 for other annual permits).

Limits permitted vehicles to two axles in the tow vehicle, 12 feet width, 14 feet height, and 45,000 pounds gross weight, with vehicle identification number required on the permit.

Requires the vehicle identification number be included on the permit and specifies that permits cannot be transferred between vehicles in the fleet, unlike other annual permit types.

Establishes procedures for permit delivery via registered mail or overnight service, with strict replacement rules requiring proof of non-receipt within 7-10 business days and a notarized statement from company principals.

Declares an emergency effective date of July 1, 2014, allowing the law to take effect immediately upon passage and approval.
