Amends Section 162.1b of Oklahoma Statutes to modify the Citizens Advisory Panels for the Department of Human Services, which consist of four panels addressing Children and Family Issues, Aging Issues, Disability Issues, and Administration.

Allows panels to meet at their discretion and requires at least 4 but not more than 6 public meetings per year; mandates filing of public meeting dates, times, and locations with the Secretary of State by December 15th preceding the calendar year.

Requires 24-hour advance posting of agendas for public meetings and mandates that any informal input solicitation efforts be listed on public meeting agendas and approved by panel vote before initiation.

Changes panel chair selection from Governor appointment to election by majority vote of each respective panel with one-year terms and eliminates the prohibition on serving consecutive terms.

Requires panels to submit written recommendations to the Director of Human Services regarding programs and services that could be improved, with recommendations discussed and voted on during public meetings; panels sunset July 1, 2016.
